Judge Theo Frank dropped charges against Hannes Smith, former editor of The Windhoek Advertiser, and the paper's directors, Esther Smith and Haase. The three had been charged in July 1995 with contravening the 1991 Racial Discrimination Prohibition Act after running an advertisement in the paper's Aug. 17, 1994, edition commemorating the seventh anniversary of the death of Rudolf Hess, Adolf Hitler's deputy. The ad referred to Hess as a "martyr of peace" and the "last representative of a better Germany."
