For bloggers, Cuba remains a dark corner

Another year has passed and we are now remembering the seventh anniversary of the Black Spring. After seven years, have there been any changes? Yes and no. Law 88, a provision calling for the protection of Cuba’s national independence, is still in force. Known as the gag law, it is used to silence Cuban citizens, most notoriously in the cases of dozens of dissidents and journalists jailed for expressing their ideas freely in 2003.

Seven years after the crackdown, most of the imprisoned dissidents and independent reporters remain behind bars. Bloggers, a new group of social actors with powerful technological tools, are now playing a similar role within the Cuban society.

The government’s tactics against independent journalists and bloggers have changed. The summary trials that characterized the 2003 crackdown have been replaced by extralegal harassment such as official summonses and arbitrary detentions. Extended jail terms have been replaced by social and cultural marginalization.

While the methods may have changed, the goals are quite the same. The repression is more subtle now and is applied with fewer traces. But Cuba is still a dark corner, a country where freedom of expression is a crime if it contradicts the goals of the socialist system.

Corre el calendario y llega un aniversario más de la tristemente célebre Primavera Negra. Luego de siete años ¿hubo cambios? Sí y no. Aun sigue vigente la Ley 88 de protección de la independencia y la economía nacional; una norma legal que amordaza al ciudadano y que en 2003 posibilitó el enjuiciamiento de 75 disidentes, por ejercer su derecho a expresarse libremente.

Hoy, siete años después, muchos de aquellos siguen en prisión. Sin embargo, los blogueros, nuevos actores con potentes herramientas –como las nuevas tecnologías de la información-, ocupan en la actualidad su lugar dentro de la sociedad cubana.

Las acciones gubernamentales sí son diferentes. Los juicios sumarísimos de otros años se sustituyeron por procedimientos penales ilegales: citaciones oficiales y detenciones arbitrarias. Las largas condenas de privación de libertad son reemplazadas por la marginación social y cultural. Incluso, se ha puesto de moda usar y abusar de la fuerza policial frente a ciudadanos indefensos.

Los métodos cambiaron, pero el fin siguen siendo el mismo: silenciar. La represión se refina con sutileza y se aplica sin dejar evidencia. Los riesgos, en cambio, continúan y continuarán, mientras los derechos humanos sean brutalmente violentados. ¡Nada! Cuba sigue siendo un oscuro rincón, donde ejercer la libertad de expresión, en contradicción con los fines del Estado Socialista, es un delito.
